a wolf angel is not a good angel

While 59% of fertility clinic program directors believe everyone has the right to have a baby, 48% would turn away a gay couple seeking a surrogate (only 17% would turn away a lesbian couple). I am really curious how the 7% (at least) overlap justify these two beliefs.
